Under the Singapore Standard, SS 578:2012, Use and Maintenance of Portable Fire Extinguishers, the owner or occupant of a premise is responsible for the inspection and maintenance of the fire extinguishers installed in the premises. This is to ensure that the fire extinguishers are in good working order.
Fire extinguisher maintenance has to be performed at least once a year.
The maintenance and servicing of portable extinguishers can only be carried out by qualified and trained persons in proper workshops of a company.
With effect on 15 Oct 2008, SCDF has ceased the function on the Certification of Fire Extinguisher Workshops. This function has instead been taken over by TÜV SÜD PSB PTE LTD.

1. Scdf requirement on when to replace portable fire extinguisher
There is no fixed timing on when to replace a portable fire extinguisher. Fire extinguishers have to be maintained once a year by a competent technician to ensure that they are in good working condition. The technician will recommend to replace the fire extinguisher if necessary. If a fire extinguisher has been kept in a good condition, it can have a long life span.
2. What is the estimated life span of a portable fire extinguisher
If kept in a very good condition, the life span of a portable fire extinguisher can be over 20+ years. On average, in sunny, tropical Singapore, if an extinguisher is exposed to outdoor elements, the expected life span can range around 5-15 years. Non gas type agents such as powder, foam or water extinguishers have to be hydrostatic tested every 5 years. Gas type agents such as carbon dioxide have to be hydrostatic tested every 10 years. At this point of time, the owner usually has to decide if it is more economical to hydrostatic test the extinguisher or to replace it with a new one.
3. How often do we perform hydrostatic testing according to SCDF regulations?
5 years for non gas type agents such as Powder, Foam or water.
10 years for gas type agents such as carbon dioxide.
